You can't seem to drop anything onto a locked chest, although it makes sense, i don't think it was like this on sphere. I believe you could drop things into a locked chest without having to unlock it first.
Correct me if i'm wrong.

Aye it was like that.
It was often used to take in donations in guilds and other places. So it could be put to good use by who ever had the key, but no one else.

I believe it would be beneficial to in many ways to be able to drop things in a locked chest. Especially for guild halls where donations need to be made or a place to store pots, regs and craftables when not in use.
