again, i think it will work as follows:

be in a order/chaos guild
get your 10k fame/karma whichever it is
pay 200k

and you get the shield.

you only need to reach the 10k fame level one time. anytime after that you can wear it if you are in a guild. and as nox said, it will be bound to your player.
