Does skill gain rely on any type of region settings? For example, will you gain skill faster outside of a guarded zone, while slower if inside of a house? 8x8? Things like that. Thank you!

Nope it doesn't rely on anything. Every skill just requires x amount of repetitions to GM, doesn't matter how or where you do it.
