It's all logical if you think about it ;p Corruption in the police department for over two decades, as a result most of the drivers end up buying license instead of attaining it through driving schools. Even succesful students there are often forced to buy it. Well, not literally forced, but if they don't pay they'll simply keep failing the exam regardless their performance..

In Russia, officially nobody under 18 can be driving a car (unless it's a driving school car, with the brake pedals for instructor who sits next to the student etc)
Hell, Even I bought my license when I was 18 XD Never been to driving school ;p I was driving car since I was 16, like everywhere. Because if a cop would stop me (usually ~twice a month) I'd simply pay 30$ bribe and drive away ;p It was in 2003. I've now something like this would cost over 1000$(Poor teenagers )


Also, you simply cannot imagine the quality of roads were speaking of. I hate the roads in Moscow, but it's best roads in russia ;p on the otherr hand in your video it mainly shows russian regions,and roads are MUCH MUCH worse there ;p I'm not denying that most of people in this particular video are retards though. I know you live in Canada, so you should've seen snow on the roads few times at least ;p
But well, here in winter time even road of pretty big highways is often covered by 10cm of snow and pretty much every urgent braking activates ABS ... just driving into road hole when you're braking with ABS and you'll know what I mean ;p And we got road holes everywhere man, and the further from Moscow, the bigger they get, both in size and amount ;p
