Confirmed.
It performs the animation, but does no damage and consumes no mana. It does consume reagents though and does aggro whatever you cast it on.

Fixed for next restart, noticed it a few days ago, I deleted the line where it actually applies the damage, oops

I'm sorry but I still use mind blast and it still doesn't do any damage or do the animation..
is it really fixed?
