well, normally it means that you are writing the IP wrong, but it could also be issues with the DNS. I would guess that it is the IP.

If you are following --> http://www.in-x.org/content/view/5/6/, then I have no clueSad

yeah i followed the directions there the only thing i didnt do was patch

I have no clue then:/ I guess it could be some kind of strange client issue, but I doubt that. Someone at http://www.runuo.com/forums/razor-cutting-edge-uo-assistant/ might help you. Also, try connecting with just the client (one of the downloadable injection clients), but make sure not to overwrite your original one.

If you write "ping inx.xs4all.nl" (without the "") in the console, and if you get a similar error, then it could be an issue with cached DNSes somehow.

I'm not really a web guy so I might be wrong, but either that, or your ISPs really slow in updating them.
