nop, it shouldnt. Cos its will be like a passive axe mastery skill. And there no skills like that for other kind of weapons, only mace maybe...^^

Thats just osi and this isnt osi so no, theres no swords bonus from lumberjacking. Think all combat skills has bonuses on osi, like fishing for macing or whatever it was, cant remember.

Not like that here though.
