What purpose do these serve?

Er, none. I completely forgot about those. I had intended to set up a way to teleport from city to city using Phantasmal cores as the currency. (E.G: A "Phantasmal Core [Britain]" would let you warp to Britain from any of those circles where the Phantasms spawn.
However, I started working on this right before IN:X went down and it was never finished.
I'll take a look at it again and see if it's worth continuing.
