Do any scrolls cost more mana than the actual spell ?

I think Greater Heal scroll uses more mana then spell itself

gh and reflect. possibly lightning.

I think thats kinda silly since you use mana to make the scroll in the first place which is why it's supposed to be less.
I understand to balance it out in pvp it's different, then can we make the mana consumption different when making the scroll ?
