I believe the shield is just a deco item.
The bracelet of binding is a neat little toy, though only useful if you have a friend with one too. Basically, you can link your bracelet to another persons bracelet and this will allow both of you to teleport to each other by using the bracelet. This does require charges though but you can get them through a quest in the solen hive.

The shield was the currency item you guys were saying you'd get from killing a Black Guard. Only I never made a reward stone for it.
