I think that with 100 Magery I should have 0% chance to fail casting an EV UNLESS I change in or out of war mode, or try to cast another spell to fast, or do something like that. If I'm standing on a boat with only melee monsters nearby, there's no reason I should fizzle casting an EV and lose 20 mana.
